I'm not exactly the one to determine when people should and shouldn't have sex, I was active at 15 but my mom knew I was dating so I was also on birth control. Doing it is one thing, responsibly is another. That's where my big thing comes up.. not to mention her mother allowed her to live with her 19 yr old boyfriend. Bad parenting on that part hugely.
